Down to the Foundation: Investing in Human Capital Infrastructure
A consistent theme across all 23 Productivity Project reports is the critical role of human capital infrastructure to Canada’s future. Canada invests over $150 billion annually in formal learning, yet much of this funding sustains a legacy, industrial-era model of education. Unlike other public infrastructure, modernized to meet future demands, human capital systems remain outdated. This report proposes a comprehensive reinvention of the tangible and intangible human capital infrastructure required to drive Canada forward.
