The Evergreen Model: Designing Adaptive Capacity

Human capital systems must prioritize regeneration capacity—the ability to continuously renew skills and capabilities across individuals, organizations, and labour markets. Report 6 introduces the Evergreen Human Capital Model, distinguishing four components with different depreciation rates. It shows that overinvestment in short-lived skills undermines adaptability and calls for prioritizing foundational knowledge and meta-skills to enable compounding returns and sustained resilience. Below is a conceptual discussion paper that frames a larger research project. The full policy report will be released in fall 2026.
