Co-Creative Pathways for Human Capital Development

Large-scale university–industry learning ecosystems often fail not from lack of resources, but from weak coordination. This report provides a summary of a large-scale project, a $1M pilot, which shows that role ambiguity, cascading disengagement, and poor institutional anchoring undermine outcomes. Effective policy must fund coordination, formalize roles, and embed governance to sustain engagement and prevent co-destruction.
